Trio programme

The Trio ensures the continuity of the work within the Council of the EU and a smooth transition of the presidency from one Member State to another every six months. The Croatian Presidency is the last presidency within the current Trio, which began with Romania and was followed by Finland.

The three Member States in any Trio work closely on key issues identified in a Trio programme. This document provides guidelines for the work of the Council over an 18 month period. The key points of any programme are integrated into respective presidency programmes.

Trio programme

Council 18-month programme, 1 January 2019 to 30 June 2020

The current Trio programme of Romania-Finland-Croatia highlights the importance of the shared values of the Union: respect for human dignity, freedom, democracy, equality, the rule of law and human rights. The programme places an emphasis on the promotion of competitiveness, economic growth and investment support, and on strengthening economic, social and territorial cohesion.

The programme covers five key issues, namely:

  • Union for jobs, growth and competitiveness
  • Union that empowers and protects all its citizens
  • an Energy Union with a forward-looking climate policy
  • a Union of freedom, security and justice
  • the Union as a strong global actor

The next trio will consist of Germany (second half of 2020), Portugal (first half of 2021) and Slovenia (second half of 2021).
